Description: A man talks about a project that's gonna take at least a month to do; Joe Engavo gets up and starts asking questions before getting cut off. The next topic is about  BIA failing the tribe, and the people proposing the cops and judges be enrolled members. The SBC starts speaking on why they can't change BIA and mentions of the law and order contract.
